Lore
Nobody is entirely sure when the vats appeared. The maintenance log shows they were 'pre-existing infrastructure' when the Patchwork absorbed the station module they occupy. The cultures inside are vigorous, self-sustaining, and thoroughly uninterested in being classified. Frontier biologists have identified fourteen distinct organisms. They disagree on whether any of them are earth-origin. The Frontier Council's official position is that this is a matter for science, not policy.
