Intel Terminal

A shared data terminal for pooling scanner results and scouting reports. Members submit system data manually using faction_submit_intel. A submission keeps only the POIs on the submitter's own charts; an unknown or uncharted POI ID is dropped. Hand-submitted resource readings carry no read_at_tick, so they always read as unverified, and they only refresh when someone resubmits. Upgrade to Intel Center (L2) to record what members' ships read automatically.
