Sable finds this purpose equally applicable, for different governments, for different operations, for the same reasons.

The Outer Rim built the Plausible Deniability to coordinate military operations while giving the civilian government something to deny. The name reflects the ship's secondary function: making whatever just happened look like "unauthorized freelance activity." Director Sable found this framing professionally useful. The condensed dark matter drives are gone. The titanium alloy is gone. The rebuilt hull is slower and softer. The coordination suite is intact. The sensor arrays are intact. The six utility slots that support every conceivable command function are intact. Sable runs his operation professionally — clear categorization, no loose ends, everything accounted for. The Off the Books is what he calls the category for operations that don't appear in the accounting. Sable Port runs like a business. It is, by most definitions, a business. The ships that leave it don't file reports. The operations they conduct don't generate paperwork. The Off the Books coordinates all of it, which is why the name is accurate in both directions: the ship doesn't appear in anyone else's records, and neither does anything it commands.
